This is a remark made by “SouthNarc,” the online alias of a Memphis narcotics officer who used to frequent SDF before it broke up. I believe it was from one of his photographic tutorials; most of those are available at his website, though I can’t seem to find that particular one. (They’re no longer at SDF; a major “political” break in the forum’s governance led to most of the old members leaving, and in many cases, having their content removed from the archives.) Undoubtedly it was in reference to some technique that required getting so close to a potential threat that it became nullified.
I had some beefs with SDF, which is why I stopped going there, but SouthNarc—who, incidentally, does not use his real name online, as much of his work is undercover—was an intelligent and experienced operator, and this particular line is a lovely expression of a widely-applicable philosophy.
